If you’re going somewhere with friends then I would wear one, but if you’re going somewhere public with people you don’t know, it might feel a bit uncomfortable. We shouldn’t have to think like that, but the world’s messed up. A question might be better if it is phrased as When is it better to NOT wear a mini-skirt? And the answer is: NEVER

A mini skirt can be worn at any time. Keep in mind that I am not speaking of MICRO mini-skirts. Micros can be worn very often, but some people’s jobs might have a problem with really short skirts, or schools may consider them a violation of some idiotic dress code.
